Tasks of the Holy Capital Municipality
1. Comprehensive scientific planning, follow-up and evaluation of the present as well as future development plans for the Holy Capital based on the comprehensive development strategy of the country on the long, medium, and short terms.
2. Preparation and implementation of detailed and comprehensive plans for the Holy Capital based on the results of plans and studies and the coordination with concerned authorities.
3. Implementation of detailed construction plans and surveying based on the approved general plans.
4. Coordination and cooperation between the Municipality and concerned government departments to implement projects in the city; maintain municipal facilities in good condition, make people feel comfortable, and implement landscape projects.
5. Implement the approved system of district, street, and house names and numbers in at all approved residential areas.
6. Conduct studies and designs for projects and supervise the implementation of projects carried out the Municipality or other companies which the Municipality sign contracts with.
7. Perform periodical maintenance of roads, bridges, sidewalks, rain gutters in the Holy Capital; minimize the risks posed by floods and heavy rains.
8. Supervise the maintenance of all municipal facilities in the Holy City of Makkah and the Ritual Sites.
9. Perform periodical maintenance for light posts and tunnels in the Holy City of Makkah and the Ritual Sites.
10. Issue licenses for building construction and electricity works and monitor these activities.
11. Provide land grants as per regulations of the Ministry of Justice and notary public offices; issue documents certifying that the land grant has been issued and all necessary procedures have been completed.
12. Maintain government lands and its ownership.
13. Inspect the ownership of real estate.
14. Take away real estate ownership for public benefit, and implement, monitor, as well as apply laws and regulations of the Department of Real Estate Evaluation and Disposition.
15. Prevent the Municipality’s own property and public property from being taken over by others.
16. Maintain the landscape of the Holy Capital, build, organize, manage, and inspect gardens, public quarters, and public parks.
17. Maintain daily cleaning of the Holy City of Makkah and Ritual Sites during low and high seasons, especially the Hajj Season; implement operational plan for cleaning and hire cleaning workers and equipment such as sweepers, cleaning and loading trucks. The contractor should implement the above plans and the General Department of Cleaning and Cleaning Supervision should follow up and monitor the implementation of the above plans in all branches of the Municipality.
18. Maintain good public health by getting rid of puddles and muddy water spots and spray chemicals and pesticides.
19. Inspect food stuffs and supervise the process of providing food to Saudi citizens and pilgrims; monitor the prices of food and other public services in coordination with concerned authorities.
20. Build malls and sales outlets.
21. Build, organize, and supervise slaughterhouses at Ritual Sites during the Hajj Season.
22. Issue and inspect licenses to practice a profession and start a business and supervise the issuance of such licenses.
23. Maintain safety by coordinating with other concerned authorities to take all necessary procedures to prevent fires and the collapse of dilapidated buildings.
24. Organize the locations of peddlers and selling trucks in coordination with concerned authorities.
25. Supervise the election and nomination process of the heads of professions and monitor such process, and resolve disputes that might arise between the heads.
26. Protect archeological sites in cooperation with concerned authorities.
27. Encourage cultural, sports, social activities and contribute to cooperating with concerned authorities.
28. Cooperation with concerned authorities to reduce the number of beggars.
29. Build and maintain cemeteries and places for washing dead bodies; transport and bury dead bodies.
30. Control stray animals, whether they are domestic or wild.
31. Provide comfortable housing for pilgrims; monitor the implementation of pilgrim accommodation requirements and make sure, in cooperation with concerned authorities, that all buildings to be rented for pilgrims should be equipped with health and safety requirements, proper electricity extensions, clean drinkable water, and proper plumbing.
32. Collect revenues from municipality branch office and impose fines on anyone who breaks the law.
33. Implement investment projects after conducting studies on relevant municipal investments based on development plans and feasibility studies of investment projects and their impact on the economic progress in the Holy Capital.
